The Redevelopment Agency of Midvale City is announcing a call for (local Utah/national/international) mural artists or mural artist teams, interested in submitting their qualifications for a project located at the new Zion’s Bank Technology Campus, 7860 S Bingham Junction Blvd., Midvale, UT 84047. The wall selected for the project will be on the exterior West-facing wall of the parking structure. The mural will be extremely visible to all those entering Midvale City heading East on Bingham Junction Blvd. per Midvale City Public Art Guidelines. See the highlighted wall on the image below:
Project Description
The Redevelopment Agency (RDA) of Midvale City has created the Bingham Junction Public Art Program to provide opportunities to integrate public art into private developments or public spaces within the project area. The RDA of Midvale City in partnership with Zions Bancorporation are seeking qualified artists to design and install a mural that is a creative, original, and prestigious addition to the current Midvale City art exhibits/exhibitions. This mural will go through two separate artist selection committee meetings. The initial selection will result in no more than three finalists. Once the finalists have been selected by the appointed committee, the finalists will be required to create and present their proposals during the second selection meeting. In the second meeting, one design will be chosen for installation. The mural design will then be taken to a City Council meeting to move forward with their recommendation per the Public Art Guidelines.
Criteria required for consideration will be as follows: previous experience on projects of similar scope and scale, willingness to collaborate with Midvale City RDA staff and Zions Bank representative(s), and ability to work within the desired time constraints. This call is open to all (Local-Utah/national) artists or teams regardless of race, creed, gender, gender variance, sexual orientation, national origin, religion, marital status, political opinion or affiliation, or disability.
The mural site is located on the Zions Bank Technology Campus parking garage. The selected wall is the outermost West-facing wall along Bingham Junction Boulevard. Zions Bank originated in the Salt Lake Valley in 1873. As the first chartered savings bank and first trust company in Utah, Zions began to flourish. The initiation of many large industrial, Utah-based companies was made possible by the helping hand of Zions Bank; including Kennecott Copper, Union Pacific, Utah power Division of PacifiCorp, and Mountain Fuel. The bank’s continuous growth resulted in 121 Zions Bank branches across Utah, Idaho, and Wyoming. In 2022, Zions Bancorporation opened its state-of-the-art 400,000-square-foot technology center in Midvale, Utah. The Platinum LEED-certified building accommodates 1,500 employees involved in the company’s technology and operations. In 2023, to launch its 150th anniversary year, Zions publicly pledged to continue its legacy of community stewardship with five commitments in mind. The “Five Commitments” include: bolstering business growth and innovation; making our clients stronger; fostering economic opportunity for all; supporting our employees; and building our communities. Selected artist/s will be asked to consider one or more of these five commitments or these additional themes “teamwork, innovation, sustainability, and trust” in their proposal as well as being asked to consider the mural locations and its surroundings.
Project Budget
The RDA has a total project budget of $50,000.00 including design, supplies, rental equipment, installation, travel, and any other expense the artist may incur. If selected to create a proposal, each proposal will receive a compensation of $500.00, regardless of final design selection.
RFQ Submission Guidelines and Requirements
Applicants are required to submit all necessary information in the form of a single PDF file via email by the set deadline of August 30, 2024, no later than 11:59 p.m. MST. All submissions must include the following (page max):
Letter of interest; including artist’s name, email, mailing address, any other necessary contact information, interest in the project, and a brief biography of the artist (1 page).
Artist resume or CV. Artist teams must provide one resume per member of the team (2 pages).
Minimum of five, maximum of ten images of previous work that exemplifies skills relevant to this project including titles, project timeline, final completion dates, materials, client information, and budget (5 pages).
If selected to create a proposal after the initial selection process, the proposal must include:
Visual rendering and written description of the proposed artwork along with in-person PowerPoint presentation. Be sure to include detailed dimensions, medium, and materials to be used in the piece (5 pages).
A detailed breakdown of proposed budget for the artwork, not to exceed $50,000.00 (1 page).
Project Goals
Artists will be selected based on their ability to create a mural that meets the following criteria:
Aligns with desired project theme Teamwork, Innovation, Sustainability, and Trust
Is of the highest quality and aesthetic.
Meets all public safety and maintenance standards.
Installed with proper material to withstand 10-year period against time and weather.
Adheres to the Midvale City Public Art Guidelines and Zions Bancorporation values. Please see Exhibit A.

Selection Committee Criteria
The Midvale City Design Advisory Committee will review each application and the included materials in its entirety. The committee’s recommendation will be presented to the Midvale City Council for final approval of the commissioned work. The Design Advisory Committee will be inclusive of five voting members:
- RDA Representatives
- Community Development Representative
- City Council Member
- Local Arts Community Representative
- Property Owner Representative of Zions choosing
- Secondary Zions Representative
Selection Criteria/Eligibility
In the selection process the following requirements must be met:
- The artist/s is (Utah-based/national).
- The artist includes the cost of any travel/per diem in the budget cap of $50,000.00.
- The artist/s demonstrate the ability to design and create original artwork that is site specific and meets all project requirements.
- Proposals demonstrate creativity, innovation, and uniqueness from all previous work.
- The artist shows understanding of Midvale City and Zions Bank values through proposed work.
- The artist’s professional experience is extensive including the demands of the project, collaboration with others, and technical experience working with lifts, ladders, and other safety equipment.
- Ability to assess budget constraints, meet deadlines, and perform all work in a professional manner.
- The proposed work/s meet all operational, maintenance, American Disabilities Act (ADA), safety, timelines, and stated budget requirements.
- Ability to provide a Certificate of Liability or other form of proof of insurance. Midvale City RDA MUST be added as the additionally insured (7505 S Holden St, Midvale, UT, 84047).
- Willingness to enter into a written agreement with the Midvale City RDA for the installation of this commissioned piece.
Selection Process
The Selection Committee is an advisory group made up of Midvale City Staff, a City Council Member, a Community Artist, and a Building Owner Representatives. The committee has been selected to oversee the RDA’s Bingham Junction Public Art Program. Each member has been elected for their related expertise and willingness to serve the Midvale Community. The committee solely makes a sound recommendation to the City Council for final approval as required for all public art installations.
Depending on the scope of the project and associated selection process, the Design Advisory Committee may select a short-list of semi-finalists who will be invited to interview and present a full proposal.
The Redevelopment Agency of Midvale City reserves the right to reject any or all applications, to reissue the “Request for Qualifications,” or to terminate the selection process or project at any time without prior notice.

Situated on Midvale’s Main Street, a burgeoning hub for arts, culture, and dining along the Wasatch Front, The Art House is a welcoming space for the public, encouraging engagement with the creative process. The building offers approximately 4,791 sq. ft of open space, allowing each artist to personalize their dedicated 8’X8’ area. Security, electricity, internet, onsite restrooms, and cleaning facilities are included. Studio tenants enjoy access, 7 days a week, from 7:00 am to 11:00 pm. Studio space rent is set at $200 per month, with a minimum 6-month commitment. Two studio spaces are reserved for artists demonstrating low income, at a further subsidized rate of $115. These rates ensure operating costs are covered. Artists occupying this space commit to spending a minimum of 20 hours per week in the studio during Art House open hours, detailed below. This commitment includes being onsite one weekend day per month for 4 hours and participating in 3 community-oriented events per term (6 months).
Overview
The Art House needs 8-10 community-oriented artists who aspire to bring arts and creative experiences to Midvale residents and visitors on Main Street. Interested artists can rent studio space, gain access to a collaborative work environment, and secure their spot in a shared public art gallery and art shop. This space is ideal for artists looking to be part of an engaging and cooperative environment where creativity can flourish and ideas can come to life.
Benefits
Artists will be highlighted and promoted on RDA marketing materials, with opportunities to participate in community events such as monthly open studio nights, Trick or Treat on Main, and Light Up Main Street hosted by the RDA. There are additional opportunities to host lectures, workshops, live discussions, and art shows within the space, with the possibility of receiving funding to support these events. Most importantly, artists will have a significant opportunity to make a positive impact on the community. Their active participation plays a vital role in ensuring and propelling an equitable and inclusive revitalization of Midvale’s Main Street.

Art House Selection Committee
The Art House selection committee is responsible for developing and adopting the governing documents, including the policies and procedures that will regulate the Art House. The committee will also be responsible for reviewing and selecting all artists who will occupy the space. Additionally, the committee will work closely with the artists housed in the Art House to develop a schedule, ensuring that there are always two or more artists in the space during open public hours. In doing so, the Art House selection committee will have the ability to modify the open hours to ensure they are conducive to the schedules of the artists and for public visitation. Last but not least, the Selection Committee will also be responsible for selecting art to be displayed to the community.

The 2024 Los Muros on Main: Midvale City Mural Festival is Scoring Applications!
The Redevelopment Agency (RDA) of Midvale City is inviting inspired artists or artist groups to participate in the 3rd Annual Los Muros on Main: Midvale City Mural Festival which will take place on Saturday, June 8, 2024 from 4:00 p.m. to 9:00 p.m. on Midvale's Main Street. To apply, artists must submit a Statement of Qualifications Application by Friday, April 12, 2024 @ 11:59PM. Each of the chosen artists/artist groups will be matched with a wall donated by a local business owner. The artists will commit to installing a unique, innovative, and impactful mural for the community. The mural must enhance the creative environment fostered here in the Midvale Main Arts & Culture District.
This year’s call is open to all artists 18 years of age and older. This is an inclusive festival that invites artists of all skill levels and backgrounds; however, the artist/s MUST have painted at least one mural prior to the festival to be considered. Midvale City encourages the growth of art focused careers and provides impartial and transparent opportunities for the art community. All artists regardless of race, creed, gender, gender variance, sexual orientation, national origin, religion, marital status, political opinion, or affiliation, or mental or physical disability are welcome to apply.
The RDA will award a stipend of up to $4,000 to each commissioned mural artist or team of artists (Citizens of the US, Canada or Mexico) and up to $4,000 in reimbursement for non-US, Mexico, Canadian citizens. Amounts are dependent on the size of the wall.
UPDATE:
Other incentives include: The cost of lifts are covered at Midvale's expense. National, international, and Utah based artists traveling from outside the Wasatch Front will receive a per diem for up to 6 nights and 7 days. Funds for travel to Midvale City will be added to the stipend of artists traveling from outside Utah's Wasatch Front and within the US, Canada, and Mexico.
About Midvale Main Arts & Culture District
The Midvale City RDA is working to revitalize Midvale’s Historic Main Street by highlighting the area’s unique culture, identity, history, and community spirit once again by transforming Midvale Main into an arts, culture, and food district. Activating the street by inviting artists, vendors, and visitors to the street is just the start. In the beginning stages of establishing this district, this festival is a vital part of the revitalization process.
The RDA is committed to partnering with local arts and community organizations and artists to host Los Muros on Main: Midvale City Mural Festival, the LetterWest Conference, Food Truck Fridays, and the up-and-coming Art House, a public art studio located in the old Midvale City Museum building on Main Street.
