What is a Station Area Plan?

A Station Area Plan (SAP) is a comprehensive document that outlines a community's vision and goals for the development surrounding a public transit station.

Recently, the 2022 state Legislative session passed HB462, titled Housing Affordability Amendments, which was signed into law. This law requires cities with public transit stations to develop a Station Area Plan for that station and update its general plan and zoning to implement the Station Area Plan. HB462 also mandates that Station Area Plans promote specific principles, including increasing the availability and affordability of housing, promoting sustainable environmental conditions, enhancing access to opportunities, and increasing transportation choices and connections.

The station area plan process begins with an assessment of the existing conditions of the area, including land use, demographics, transportation infrastructure, and community assets. From there, community members and stakeholders are engaged in a collaborative process to identify opportunities and challenges and to develop a shared vision for the future of the area.

The goals of a station area plan include:

  • Increase the availability and affordability of housing
  • Enhance access to opportunities in the community
  • Improve connectivity between housing, transportation, and parking
  • Learn what improvements would encourage residents to utilize transit
